Getting to Umar hills

Who and where do you have to talk to make it possible to travel to Umar Hills? Umar hills is on my map in grey but I cant travel there. Im on chapter 6 is it possible I cant travel there any more.

SPOILERS (OF COURSE)

Go to the Government District. Talking to a little kid called Derlin or to a wizard called Tolgias will enable the quests that require the map.

I think it is possible to initiate this after chapter six but have not actually tested this. - Curdis !

Since it is in grey, I assume that you have already spoken to the boy, or somebody else who has told you to go there. If not, ignore the following.
Go to the city gates and walk through them and it should no longer be greyed out.
