So, I just finished Elizabethan Rendezvous, I'm a toreador, completed all the objectives, and didn't kill anyone, but I haven't been given a new haven by LaCroix.
I did get noticed right before I left (took too long, apparently), but like I said, didn't kill anyone. Could that be it?
Also I can't remember how polite I've been to him, and according to another walkthrough that can affect it- any truth to that?

Open the console and enter these commands:
G.Prince_Skyline = 1
give item_k_skyline_haven_key
That'll do it.
