What the? You mean the swoop bike was stuck on the ceiling? Sounds like a bug from what I can tell. Have you tried reloading the game to see if anything helps?

P.S. Hello and welcome to the forums darik'karn. :)

Have you tried reinstalling the game but keeping the saves?

I know this thread is kinda old, but I found a fix! I'd been having this same problem.

What you do is download this Kotor Save Game Editor: KOTOR and TSL Save Game Editor (English Language Only), Knights of the Old Republic 2 Downloads, Knights of the Old Republic 2 Utilities

Then go to the save you're playing on, go to Globals, go to Booleans, and change 211TEL_Swoop_Run to 1. Then swoop racing will work normally.

EDIT: Nvm, it's not working anymore. It did work once though, but apparently this isn't the thing that fixed it...

What about quitting the game and start it back up again (and load from the last save game)? It works on some games (particularly Gothic 3 on a certain glitch).

I got the swoop bike running normal again by removing my NoCD crack... it seems the cracks are removing everything patched by the latest update, in which this bug was fixed. So when I reverted the .exe to the original and played from the CD, it worked again. Whenever I revert to the cracked version, the bike is hugging the ceiling again.
