Stupid as it may seem, but if the one wants to get this perk, giving 10% to rad/poision resistance, than s/he must be both poisioned and radiated. When it comes to radiation, it is easy to become radiated (Gecko Power plant), but poision??
Do you know any artificial methods to get yourself poisioned?? (natural methods are: scorpion's hit, floater's hit, don't remember more)

As far as I recall there is no artificial way to get poisoned... although I'm not 100% sure.
I think the best way would be just wander around where those scorpions usually appear, as those don't do as much damage as floaters (and I recall centaurs as well poison you... or it could be that you get radiation from them, can't remember which one it was...) and when you have got that poisonous hit it's much easier to kill them.
The problem with scorpions is that if your character is too powerfull, it may actually be quite pain to let them success in that poisoning hit...

Technically there is another and much more fun way of getting poisoned: fluffing in New Reno.
I've been just radiated and received the VC innoculations perk, and I just did it to do it. Otherwise neither radiation nor poison have done anything catastrophic to my characters.

fruit can radiate you.. you only need to be either radiated or poisoned to get the dialogue resulting in the vault city innoculations perk
