I don't think this really qualifies as a spoiler, since it involves none of the quests or storyline . . .
I was shutting a random Oblivion Gate due north of Bravil. It was the one where the path spirals around, goes through a cave, and then emerges in front of the tower. I fought my way through the tower, slaying Clannfears, Daedroths, and various types of Dremora with abandon . . . and made my way to the top and snagged the sigil stone. AND . . . nothing happened! Finally, after a few minutes, the Sigilium Sanctis turned white - but the tower did not collapse, and the gate did not shut. So I felt my way out of the top chamber using the map (couldn't see anything but the walls unless I was touching them). Got to the bottom and exited the tower and found myself in a TOTALLY different Oblivion landscape. The minimap showed that I had not explored any of the territory. Saw the Gate in the distance and made my way to it . . . and when I exited back to Cyrodill I found myself emerging from a different gate located between Skingrad and Kvatch, and somewhat north. That's half the map away from where I started. There was a Clannfear there fighting a mountain lion - I ended their match, then BOOM! my PC booted me from the game. That has got to be the weirdest glitch I have run into yet!

Any doctrine that will not bear investigation is an unworthy tenant of the mind of an honest man.
There are two gates (NE of Skingrad and E of Imperial City) that are always connected in my game, but the Oblivion map they both connect to actually has 2 gates, so I think it's supposed to be that way. I've never had it happen with random gates, and I've definitely never had a sigil stone act like that.
Can the answer to this question be "No"?
