Difficulty Level

I know you can change the difficulty of the game.
However, I don't want to get to, not yet. I've played the Morrowind game until I had ever artifact, every skill maxed, etc. Used corprus to get 400 Strength...
Due to the levelling effect of this game, is it still possible to get that powerful? Where you can just smash, slash, and cast your way through fifty Dremora?
Also, I'm asking because the monsters are so strong, I have to jump on rocks/pillars to kill anything. AND if I ever try to take on more than one enemy at once, I just get destroyed.
Im at Level 11, have some major combat skills, heavy armor, blade, block and destruction. All steel/silver weapons and armor...

Basically my question is:
How does this levelling system work for the NPC's/Monsters?
And can you still become a living god with everything maxed and all the best stuff? ... because thats why I play RPGs, i dont know about you guys.

Monsters become stronger with every level you gain, so if you want to become overly powerful just level your skills but don't level up. For example max out your destruction and bladeskill, but keep your major skills low so you can level at your leisure and become a god....
