Help!, Cannot Find Terrace

Edit: Sorry, I think I misspelled 'Terrace', think it should be 'Terrece'

I am presently trying to complete 'Jaheira Curse' quest, and have failed dismally at trying to kill Ployer and his henchmen. Subsequently I read at another forum that it is possible to bribe one of those accomplices (Terrece) and have him kill Terrece. It was suggested that this character could be found just outside the council building in the government district. I have not been able to find him there however. Can anyone enlighten me further on this aspect?

You have to enter the council building, they approach you after the transit.

I have entered the council building (several times, talked to Corniel, etc) and was still not able to find Terrace. The only interaction I have had was (prior to the curse hapening) was an exchange with characters over near the town Crier, out of which I added 'Jan' to my party. Any thoughts on this?

I have looked it up. Read on for what I found out
SPOILERS AHEAD

I found 2 ways to meet Terrece. But first enter the government building.
1) Exit the building. After you will be hailed by him
2) Talk to Corneil. Ask him for the mages (option 2). After you end the dialog you will be hailed by Terrece. Strangly this option takes your view to outside the building but with no characters present to see him. You can still talk to him though.

I have installed SOA -> TOB -> patch 26498 (no mods). So this should work. If it doesn't my gues is some mod is in the way.
