Need HELP with Cheat Code!!!!

Okay, I am not normaly a cheat code person but I found a cheat code and want to up my Fighters Con. Well as the code goes it say to type in first,
DebugMode 1, then I hit enter and it says "Codes enabled". Then I type in
SetCON #18, I hit enter and it says "Enterd Target Mode". After that nothing happens. I am not sure what to do next or if there is some other key I must hit or action I must do. Would like any help. thanks CPC
