Yes, the Argalia is one of the keys.
Once you leave Fargrove's west gate, the main quest leads you to Arindale. Once there, visit the house of dragon and join. Talk to Narako Mesumi at the Inn, then talk to Elvithra malvolin at the apothecary, then visit the Hall of Lords and tell the guards you know about the Argalia, then say you can find the Argalia. Go on in and speak with the king and say you can find it, then say you request help of House Fathien (this gets you a special heraldry after returning the Argalia). Do the trials, talk, go to Ulm, House Fathien, survive all the fighting, find the Argalia in the lower level waterways, and rescue Vetrian Malvolin (optional), return Argalia, get mirror, spead to lady at apothecary, speak to lady at Inn, speak to guy at House of Dragon, go see guy in tower across other bridge from the House of Tiger, go to Talendor and place horn in tomb, return to Arindale and the tower, to to Bolen Fields and talk to the guy in the northern part, go to Fargrove's west gate, fight your way in, fight everyone in the castle, collect two keys, free the king and his guards, see woman at the Inn, exit the south gate and make your way to the Harrow Ruins, etc., etc., etc.

Fargrove will not shut down until you pick up a moonstone or embark on the Trial of the Elders (which includes questing for the argalia). While you may want to do all the quests in order, you are not obligated to do so. Just don't do them horribly out of order...you can consult the walkthrough for more information regarding that.
I often go back and forth from Fargrove to Arindale as I like to get my second tier classes going before starting the trial of elders. All of the second tier classes EXCEPT rogue based ones are located on the Arindale "side" of the map and can be completed by leaving the city out of the west gate.

I killed the first Elder in the Trial of the Elders, so I got a million advancement points from the Trial. I have everything I need for Shaolei except the quest.

When more points are put into a weapon skill (or Ninjutsu), does it really improve anything?
I have 7 in Ninjutsu, it costs 225k to increase it to 8. I don't want to do it if it won't really improve Strike or Damage.
I just finished Ulm and got all the rewards in Arindale. Now I set Monster Spawn to frequent and swam over to Moonbeast Island and am currently Swamped in Moonbeast Gore. Then I'm killing the Log-Throwing guy, then putting the Horn in the Chamber.....

I think there are two schools of thought on skill level in relation to damage. I seem to remember reading that the more skill you sink into ninjutsu, the more damage it does, but I can't say for certain as I only raised my skill high enough to meet the requirements for Shaolei master. Putting points into strength will also raise your damage, so that is an option as well.
In weapons you should at least have a 5 in whatever kind is available to you (except ranged) so you get the combo strikes. Otherwise, I just raise points in a skill to either use a weapon without penalty, or meet a class requirement. As none of the weapons say "requires light weapons 5" (they just give strength required), you have to look at your strength and skill level to determine what you need to raise when dealing with a penalty.
In my opinion, the exception to this is raising your skill in magic increases the damage it does, plus the range of the spell. Intelligence helps that as well.
Otherwise, I tend to stick to raising the character's stats for strength, dexterity and so on. Raising those will help your strike and damage anyway, plus intelligence lowers the points it costs you to raise a skill.

Wow, today I
-killed the Log-Guy
-placed the Horn
-gave the Flask
-hoofed it to Fargrove
-accidently killed the guards outside of Fargrove during a random goblin spawn (was lazy and threw fireballs)
but nobody seemed to care in town-killed the thief who had the Black Key (should have made screen shots) in the moat
-killed Otta, saved Lord D, used Black Key
-got codes to Arindale, Taledor(sp), Fargrove moonbridges
-met with Mara
-went to Skuldoon
-met with Vartugg(sp)
-got Forbidden Lands moonbridge.
I will just start raising Stats and Magic Skills. with the 450k to raise Ninjutsu to lvl 9, I think my char will have more improvement with Stat increases

My problem is, I keep starting new characters and progressing through the game because I like trying different classes out. So I needed a short break from the game, but I am starting to miss it so I think...time to see what Kenjassi is all about. Monk and Shaolei master were fun, and I had a Shugenja but never got her the class promotion to Kenjassi.
