What exactly are you trying to achieve by deliberately reducing your hard earned skills by being a murderer and going to jail for extended periods of time????lol :D

When I first played the game I stole a planter got caught served my time and lost 2 skills

Perhaps the crime and the skill loss are irrelevant? You could be stealing grapes and then serving the time to get the same skill loss?
Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.

Skill loss is somewhat random but it's always seemed to me to also be more or less related to the length of your sentence (usually only lose 1 point in 1 or 2 skills if I spend a day in prison for stealing some food, and once I lost about 10-12 points across 5 or 6 different skills for spending several hundred days in prison for multiple murders).

I'm assuming your major skills are all 100 and you're trying to lose points so you can level up more, in which case you can lose points faster doing a large number of short sentences than you can doing a small number of long sentences.

The easiset way to get your skills down so you can bring them up again and level is to steal anf turn yourself in.

my aim is to level up, and i was told by many other people that i have to get me bounty as high as possible to get my major skills to decrease as much as possible.

Just out of interest, what level is your character?

You say that the skill process is the only thing left to achieve, but if all your skills and attributes are at 100, surely you have already achieved it.

Actually even if you level efficiently (2x 5 stars to a stat and 1x 1 star to luck) you will max out your primary skills long before you max out all your stats.

I understand why some people think that, but really you can decrease your majors faster by doing a lot of petty crimes and short prison sentences. You can go to jail instantly for any minor offence (like smacking a guard or stealing something right in front of him) and you always lose at least one or two skill points even for a 50 GP bounty while you might lose 10 skill points for a 50,000 GP bounty, so to lose 10 points you can either commit 10 petty crimes and go to jail 10 times, or murder 50 people and go to jail once. Heck, just slug the guard in front of the prison as soon as you get out, yield to him, and you can go right back in. Even repeating that 10 times is much faster than killing 50 people.

ok what i ve done is, i travelled to the imperial city prison and there 2 guards guarding the perimeter( one at the entrance to the prison and one just by the stairs). i go kill the guy by the stairs, then i yield to the other guard that comes running down the stairs (indicating that he witnessed the crime) then i serve the sentence, get out of jail and then repeat the process. I was originally on level 37 when i started this i am now on level 59, and its been a few days since i started the petty crime spree.

My job isnt done till my actually level is at 100, and in addition to that all my skills are maxed out(100 or higher).

All i did to higher my level was once my blade and heavy armour went from 100 to 20 i just travelled to my little underground lair(deepscorn hollow) and started hacking away at the prisoner that is sleeping in the little jail cell.

Funnily enough if you shoot him with your arrows you can move him from the jail cell, to where ever in the lair....i got him from the cell to the vampire room( that contains the pole type of object with water surrounding) and i eventually got him into the water, where he continually drowned, then came back to life over and over again.
