Well I was in NCR and going to the NCR Rangers and sudenly the police officers started atacking me though I didn't have a weapon on me or an NPC. Why is that?

I am liked in NCR and the police atacked me even if I didnt have a weapon on me or in inventory and yes I did kill a guard at the bazaar but when I entered the city nobody atacked and even if I dont kill anyone they still atack. They start atacking when I'm in Downtown near the entrance to the city council. I only have bad karma for Raider base.
