I know there is a patch which makes the game more compatible with Windows (95 I belive it was back then).
Possible using that patch would help.

I didn't have (many) problems running Fallout 1 on my Windows XP machine, so my advice (outside the aforementioned patch) would be to try and mess around with the compability settings for the game. (right click the .exe file and selecting properties and compability).

Other then this - I have no real advice (maybe a pure DOS partition could do the trick as well?)

I solved my XP problems by copying the entire Fallout CD to my hard drive, then activating Win 95 compatibility on every exe file before installing, and again using Win 95 mode on every exe in the installed game folder.

Since XP is based in Windows NT, it may work, or may not. I just installed both games, fallout 1 and 2 but the first one didn't work while the second one runned fine.
But finally I made it work.

Check this link. It helped me out,

I installed it using the compatibility mode option for Windows 95/98 and it works fine.

Try doing that.
