I have waited forever to get Oblivion for my PC, and i finally got it today,
I was going to install it and when i started running the program it said the setup.isn file was missing which was confusing the hell out of me. The disc is not damaged nor a pirated version. What could the problem be?

I'm not that sure myself but I think that quite a few dodgy disks have been released. I'd get a replacement from wherever you purchased it from.

In case of almost every game, there is at least couple faulty disks released to market by accident. Usually, either the developer (Bethesda in this case) or the store where you bought the game will replace the cd.
