A Siberys Ring is a circular storm that rains down not only rain itself, but meteorites named Shards of Siberys. So, as it is a perfect ring, I always thought of it as an "eye of the storm" type thing where the closer you get to the ring the more hectic things become, but in the center, it's almost pure serenity.
