At some point in the Government district I keep seeing this bloke called Pehllus Tanislove and his toady (and guards). I've never been able to figure out what his use is. Does anyone know?
A lot of quests were cut before the game was shipped, so it's quite possible that he doesn't do anything. Nothing that I remember anyway, but then again I havn't been playing a good char since my third playthrough, so I can't say for sure.
A few more playthroughs and I discovered he only appears in the govt district after the Cult of the Unseeing Eye quest. It still appears he does nothing, though, apart from being obnoxious.
There are many named people throughout the games that I would have thought had a purpose but they don't. Too bad somebody doesn't make a mod which makes them useful...
Find the mod, then read the instructions included in it. Most are self-installing, and ask you questions about how you want them configured during the process.
