I've only played TES4 (Oblivion) so I can't speak for the previous titles, but you can certainly use the mouse in Oblivion. You can't play it with ONLY the mouse though - there are some things for which you have to use the keyboard.
Can the answer to this question be "No"?

Thank-you Belthan!
May I ask you this, How have you found playing the game using keyboad combos and the mouse? Learning the coordination of both before your character is dead? (Only my luck....In the learning curve. Your opinion would be very much appreciated. Thank-you so much

Personally I find Oblivion easier to play with the keyboard. My reason being on the keyboard you have access to some fuctions (i.e. hot keys) than you usually have with console controllers. And to answer your previous question, Morrowind (TES3) can also be played with mouse and keyboard or by controller on console. I'm not sure about Daggerfall (TES2) but I think Arena (TES1) is purely keyboard.

Hope that helps. :)
