Just got Shivering Isles, the problem is i finished Oblivion & Knights of The Nine a long time ago and don't have my character or any save anymore.
What i need to know is what is the recommended character level for playing this expansion and also a link to a mod that let's you level up your character at will and regulates things like money and equipment. I would like to build a new character, level him up and pimp him with some basic equipment before jumping through the gate.

There's no such generator for a character like that, and shivering isles has no level requirements. You could be level 1 and go straight in without problems as it uses the same god awful leveling system as oblivion.
