You don't use protection from lightening to actually kill the will-o-wisps..
As the name implies, it helps to protect *you* from their attacks. So you.. cast it on yourself ;)

It's a spell available to both arcane and divine casters at different levels. For more detail check this page and look at the left hand side bar where it says "Spells."
Sometimes you can also find one-use scrolls lying around.

Spells and scrolls are not that readily available in this game though, so you may be out of luck. You don't absolutely need PfL to win the battle with the Wisps, just some magical weapons (which you should have by now) and good planning. I also suggest you take a look at the inventory stock of the merchants in the Wandering Village, there might be something of help to you there.

A good strategy against will o wisp is to equip ranged attackers and use some defensive spells like prot lightning, mirror image, summon undead.

Also haste for more attacks.
Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.

It's also helpful to keep careful track of your characters. The Will-o-wisps disappear and reappear, and your characters won't automatically re-target if their target has disappeared. Nothing stinks like having your best melee characters just standing around.
When your back is against the wall... the other guy is in a whole lotta trouble.
