Arindale?

How the hell do I get in to Arindale? Whenever I go near it, the elf guards keep telling me I need something from the council to get in... But when I ask they say the council is inside the city!! How can I get past the paradox!?!?! 
You are probably not at arrindale yet. Do you have CE? I think it started in CE that they added a mission where you need to get 'ordained favor' to get into the elven lands.
The elves have an outpost half way to arrindale. You need to go through this to get to arrindale. To do this turn right at the gates and go around the edge untill you find a path. Follow the path if you are attacked by mushrooms you know you have done something right
Ok now kill them and swim across the lake to an island. Kill the ghost or spirit on the island and climb the ladder to the top to get the favor.
Now procede to arrindale.
If you've already done all that I don't know the prob. You should be able to go in arrindale including the celestial place, the house of tiger, the apothecary, the counterpart to the arms of argus.
The elven main government building is off limits until you have information about the argalia. They don't care about the horn.
