Which version are you playing? pc or xbox? ...the reason for asking is bcuz I play it on xbox & I usually can't find it sold in any of the merchants. I have a better chance of finding 'em off of mauraders or road thugs. I'm not sure if it's the same way for ppl who play it on pc.

Yeah, I've never seen a set in a shop. You best bet is the bandits and vampires you find. The Razor plugin will probably let you get a full set quickly.

It depends on your character level. Higher level results in better items available in shops, but you can get it faster and cheaper from bandits (explore some ruins with bandits) since level requirement for drops is a bit lower than shops.

Didn't really use merchants much in Oblivion. Mostly I just sold stuff to them. But if you are playing on the PC, you can get it from pretty much any weapons/armor merchants, as long as you are at a high enough level. But as Mz_Trixter and Crenshinibon stated, bandits are also a good source of Glass Armor.

The developers deliberately scaled the loot and merchandise in Oblivion to match your level. So unless you're on a PC playing a mod (user modification), you won't find or be able to buy glass armor until your character reaches an appropriate level. I think it's around 12.
