QuestionL: Console Command

I would like to enter the code for the Ultimate Heist into the console command. I do not know how to do this. How do you bring up the game console? and then enter the code into it. I have the code from reading all of the threads on the Ultimate Heist. I have had no luck getting it to work for me using all the suggestions in this forum...so I would like to try entering the code to hopefully trigger the quest. Can someone please help? Thanks soooo much.

Well, first off, console commands only work on PC so if you're playing on 360 you're out of luck. On PC, press the tilde key ~ and the console will come up. It won't look like much happened, but there will be a flashing cursor in the lower left hand corner. Then you can type in any of the various console commands including ones to "bump" a stuck or glitched quest. The exact code depends on where in the quest you're stuck but they will generally look like this:

player.setstage TG11Heist xx

where xx is the part you need to skip. Then press ~ again to close the console.

Also, I've heard that on some non-US keyboards it's a different character in the same spot where the tilde is on US keyboards but you'd have to ask somebody with a non-US keyboard what it is.
Can the answer to this question be "No"?
