When you play SoA on Gamespy arcade you must make sure that:
A.) Your firewall isn't blocking it.
B.) That you are either not on a router or if you are, make sure it's not blocking it.
C.) Make sure you are fully patched.
There are a few people on GameSpy that don't have ToB, so you'll be able to play with them, given that you have the matching patch and game version.
To start a new game (if you can even host) you click on the appropriate room (which would be Baldur's Gate II: Shadows of Amn) on the bar to your left. You'll be brought to an information page where you press the "Play Multiplayer" button.
You'll be brought to a chat/staging area. If there are are any games going, you'll see them on the screen, although there are exceptions to this.
To create a game click the "Create Game" button and you'll be brought to a little screen asking you to enter the game name, how many players it supports and if you want it to have a password. After you finish, you'll be brought to the staging, where you will see all the players on the right and where they are from (if they decided to enter that information), you'll also see their pings.
You cannot start a game until everyone clicks the "ready" button and the "light" next to each player's name turns from red to green. When you're ready to play you click the "Launch Game" button.
The game opens itself up and launches and you'll be asked if you want to make a new game or if you want to load one. Choose whatever you want. The n you should appear at the kind "host area" where your players will come to when they join. There you can set permissions, boot players and create characters. Don't forget to assign slots to everyone by clicking on your name and changing it to theirs.

No, that's not it. All of you have the matching versions, unless it says that your versions don't match. If your game is in English, then you need the standard patch.
Are you on a router? BG2 does not function when you are on one. Also, is your IP address static? You need to have a static one to host. Still, look into the router issue. I bet that's the cause of your problems.

there read this in the read me:When playing Baldur's Gate II: Shadows of Amn through a proxy
server, you have only two options: you can have all players
behind
the proxy server, or you can have one person behind the proxy
server with the other players outside the proxy server.
You must also set up the proxy server to work with the Direct
X networking protocol. Make sure you have the ports 2300-2400
and 47624 set up on the server for both "inbound" and "outbound"
messages on both "TCP" and "UDP" protocols. must i open those ports before i can play?
