Cowled Enforcers keep attacking me

I am currently in chapter 3 and every so often a group of coweled enforcers and Amnish legionaries shows up and attacks me for "crimes against Amn". I don't know if this is part of the game or if I am doing something wrong. Is it because of my reputation? Any help would be appreciated.

What is your reputation? If it is very low then you will be chased by enforcers. You can get rid of them by increasing your reputation, through doing quests or donating money to the temple.

Also, when entering Windspear Hills, there is an encounter and if you go back to Athkatla before completing the quest that Garren assigns you, enforcers will follow. The only way to get rid of them is to do the quest.

My reputation is at 4, so I'm assuming thats the problem. What would be the best way to raise my reputation? I have Korgan in my party. Would it help to get rid of him?

no you could just loose rep if so joins, but u will not get a reward if you kick someone out of your party

If you kick Viconia out of your party you get the 2 Reputation back you lost for taking her in.
