Last time i checked i don't think that you could use flurry of blows with a universal sword. It might of changed because of updates but i don't think so. As far as your other question, there are still magic bags that go from 20% decrease in weight to 100% decrease in weight i believe. There are no gem bags or scroll cases. They can hold about 20 in the OC i think. In the expansion i believe there is no limit though you would have to check on that. Hope this helps.

The limit for all magic bags is 142 items in both OC and MotB. The only differences are how much weight reduction you get out of them.
I found them in some chests, but mostly you can buy them from merchants (mainly in Act II and III in the OC). I found in the OC I really only needed 1 or 2 for a fighter with high STR, and 3 or 4 with a spell caster at normal STR. Assuming they are the normal (60% reduction) or greater magic bags (80%), or true bags of holding (100%).

Actually, the limit of the aforementioned bags is only 20 in the OC, provided you don't have the MotB expansion.
Flurry of blows is pretty much a fist fighting feat. So, I don't think it will work with any weapons. Fists only.
