Help with Spell Merchants

Help with Spell Merchants

Simple question...

Why won't they sell spells to me? I'm in the process of going through the Mage Quests, and once I have finished with each of the Mage Guild quests (to obtain the recommendations) then the mages within the Guild will no longer offer to sell me spells. Why? Is there any way I can go back and buy spells from a Guild once I've completed the quest to obtain the recommendation? Thanks for any info...

Two possibilities. First, the people who sell spells only do it during "business hours" (which vary somewhat depending on the NPC), so if you're talking to them at night or on their lunch break, they won't do business. Second, not everybody at the guilds sells spells; some of them only sell alchemical ingredients or recharge magic items.
Can the answer to this question be "No"?
