Tin-can Jack or whatever. He is a mystery to me, because the woman I... persuaded into giving me his location placed him opposite the Anarch den.
I've searched there, and I can not seem to find him. I am using the unofficial patch 4,9, I think.
I think... If not, I'm using 1.2 vanilla.
