the only options he gives me is to persuade him or to exit talking to him.

Have you tried Persuasion ? Many merchants won't deal with you if they don't like you, but I can't remember if that applies to fences or not. If I remember correctly, the target is around 70.

I think that unlike Ongar, Dar Jee will only do business at certain times of the day. Try waiting a few hours and talking to him again. If it turns out to be a glitch in the game and all else fails, just go back to Ongar.

Are you at Bandit rank in the guild? Dar Jee will only fence items for Bandits in the guild.
