Elevator in the Empire
I am unable to complete 2 quests, Boris and Fun with Pestilence for some reason I am unable to go up in the elevator in the Empire Hotel. Has anyone else encountered this problem? If so please let me know how to get by this. Thanks

I have made many attempts. I have clicked on the up arrow of the elevator and have waited for it to come down. I have done other quest thinking that I have to complete something else before I can move on. I have finished as many quests as I can leaving those two but now I must complete them. The elevator simple just won't come down and open.

I don't have an actual fix (sorry... unless somebody wiser than me happens by, it looks like one of those wonderful random bugs we've all come to love about this game), but there's an alternative access to the hotel. I'm not completely sure, where, but IIRC it is possible to access a vent in the parking lot of the hotel which will take you to the upper floors. Look around for a bit, it's not very well hidden. Actually there to allow Nossies (or people like me who don't like the idea of being linked to the murder of a Russian crimelord...) to enter and leave the hotel unseen.

I'm having a similar issue. I get into the elevator, but the 5th and 6th floor buttons both go to the 6th floor, and I can't seem to get to the 5th to complete Jezebel's portion of the questline, and as I'm Tremere, that screws me out of my Haven and more plot. 
Going to try the vents, see if that helps, but doesn't seem likely. Anyone else have this issue?

Yes, I did...
Same thing sometimes with taxi driver... the icon is there but pressing E does not do anything.
But the elevator is really bad... What I found out that changing positions, backing out a step, changing an angle, walking around and coming back might help... Nothing else.
When you finally get on the elevator expect same thing trying to get down...
