Air Ducts in general
I may be inept - but I'm finding it extremely difficult to climb into air ducts - especially the 2nd one in the Parking Garage Downtown? I'ts offset from the top of the ladder & as soon as I try and climb/jump up I'm delivered back to terra firma - is there an easy way to use them?
AFAIK that was a bug that occured on some machines with v1.0. If you haven't patched your game yet, do so: The official 1.2 patch is basically mandatory; I can also recommend Wesp5's excellent unofficial patches, although you should go through the readme prior to installation to determine whether you want the Basic patch (bugfixes only) or the Full patch (lots of gameplay changes and restored content). There's also the "True" patch, although I've never tried it.
That all said: If your game already is patched, well... then I for my part am out of ideas. ;-)

Unless it's a bug, the idea would be NOT to jump. I recall being successful after a few attempts using this method.
#1. Climb up the ladder almost to the peak. The idea is to give yourself a slight bit of room between the top of your head and the ceiling.
#2. Do not attempt to clear the virtual space by jumping. Instead, move your viewing angle to face the the entrance of the duct while remaining stationary otherwise.
#3. Once you have the duct centralized on screen, proceed forward.
I believe that you should fall into the duct rather easily, at least, it works for me so far. I do not believe patches would change something this fundamental in the engine unless there was a bug that needed fixing.

Firmly agreed. I can't say about the 1.0 bug, since I patched to 1.2 long before then, but you only have to jump in the first room to reach the first vent.
