I chose to get the menagerie to help fight okku. After the battle the non-kaelyn member are dead and do not rejoin the group. I also choose to add okku to my group and send the red wizard back to the veil theater. I try to get back into mulsantyr and the message is you have to reform your group (that is not the exact message but the point is you have to get all your group members before you go in). Since I used the menagerie I guess the game designated them as my group, but the do not 'revive' after the battle. I can't rest because I get the same message as when I try to rest.
I have done the battle three times to see if a script misfired or didn't run but the outcome has been consistent. One time when I reloaded the game to see if maybe it would act normal, the other two weren't even dead on the ground, they just vanished.
One humorous thing is one time, Susah the crow dies after she shape shifts into a demon. In the fight, she dies standing up. After reload, the body part of the demon is on the ground but the wings are still standing upright.
If anyone knows a workaround or a console fix, any help is appreciated because I don't seem to be able to go forward in the game.

I had to talk to the alive member
I had two saves one where both of the menagerie was killed and the other where only one of them was killed. I spoke to the antler headed guy and released them from their commit after finding Kaylen. I was able to reform my party and get on with life. The other one still stayed dead though.
