I'm lvl 23 and have all the Glass armor, any suggestions where to find Glass Greaves?

I don't know of any static locations where you can find or buy glass greaves. They appear as leveled loot on NPCs who wear light armor. Your best bet is to check out various caves and ruins where bandits make camp until you find some.

i have found many bandits with glass cuirass or boots.....why the greaves have to be so rare?

They aren't. As he said, they're leveled loot. When you hit the right level, you find the goods more or less randomly.

What type of greaves do the bandits usually wear then?

Better that glass would suggest that you've over-leveled and will have to find some in a shop or staticly placed in a dungeon or similar.

Worse than glass would sugest that you need to level up just a bit more.
