No More Salamandra Brooches! Totally Screwed?

No More Salamandra Brooches! Totally Screwed?
I have searched at midnight in the non-human district since May 20th up until today and I still can't find 2 brooches. I found 1 in the swamp and that was it. I cannot go any further in the game without selling 3 brooches to Leurrvaden. I am running the game with patch 1.3. could this be the reason the Salamandra do not respawn anymore? I have 2 Quests left in this chapter A Mysterious Tower, I have 9 Sepheriot, and Vizimia Confidential, were I need to sell the Brooches to Leuvaarden. Am I totally screwed without having to start the game at a very early save?

You can find the other Salamandras in other parts of the Temple District aside from the non-human quarter, if I recall correctly (I was playing with patch 1.2 at that time).
Another tip is to do quests which involves fighting the Salamandras. They should drop brooches most of the time.

There are no more Salamandra's to fight. I have searched every part of the Chapter II map. This is very annoying. I am sure this has been posted alot on this and other forums. They all have the same answers which do not remedy the situation. This is definitely a bug of some sort. If there is someone who had this problem and resolved it somehow PLEASE post. Or if there is someone who has this problem and could not continue PLEASE post. Thanks
You only need the brooches to prove that Leuvaarden is innocent, and that's optional, so you shouldn't be stuck.
I heard somebody claim that if you stay in a building for a while in the Temple District at night, then Salamandra thugs might attack you when you exit. That happens for sure the first time you exit the detective's house (and so maybe that's the source for the rumor), but you could always try it out and see if it works.

I play E.E 1.45.
A mission is about collect 3 brooches to prove something.but
I sale out all the brooches to a man (i forget what call him) before.
so when i went to the women( also a nurse) who rent a house from a damn old women.
if you walk out in the night, 3 salamandras will ambus you at the corner.
i just walk in/out the house , and get another 3 brooches to a marchant .
