Do you mean that you always start a new game with 18 str? I think that is too high. You will notice that when creating your character at the start of the game, it only costs 1 point to increase your stats by 1 point, until you reach 14. After that, it costs 2-3 points to increase your stats by 1 point. A more balanced build would probably look something like:
16 str
10 dex
14 con
8 int
14 wis
14 cha

I imagine you spend lots of money on medpacs, because you have low hp. There are a few things you can do to increase your hp. Play as a soldier or scout. Both classes will have more hp than the scoundrel. You can also get the Toughness features. Those will increase your hp and reduce the amount of damage you take. Invest a few points into the first aid skill. The first aid skill will increase the effectiveness of your med pacs. Once you can, learn and use the cure/heal force powers. Returning to your ship or apartment will instantly restore all of your party's hp. You really shouldn't have to buy any medpacs if you do some of these things.

As you level up, you are probably going to want to put points into your str or con.

Check this thread, it's still on Page 1. It's got some great suggestions for stat distributions.

I really like what was posted there, but I haven't determined through playtesting if it's better than starting off with no stat higher than 14.

Your stats should also depend on what kind of character you plan on playing. A Consular doesn't rely on STR nearly as much as a Guardian, for instance (as a matter of fact, I don't think I'd have a Consular with a STR higher than 10).
