Act III crossroad keep problem SPOILER

So I was running around Act II and not doing much cross road keep recruiting. Now both smiths seem gone, other recruitment places also unavailable, etc.

Does anyone know if you are SOL if you didn't do this stuff in act II?

Did you look in the Neverwinter Merchant Quarter in Act III? There are map notes there for a weaponsmith and an armorsmith. We never found any recruits in the quarter in Act III, but that might be because we always recruited them in Act II.
