@Chanak, I'm leaving them both up because the dialog is distinctive between the two original game and the add-on, and because Saverok offers new possibilities.

Unexpected
I'd have to say...KELSEY!!!?!
Yep. Having his merchant raising I find it hilarious how he reacts to some things.
"Trademeet is besieged by legions of animals. Oh no!!!"
and he responds
"The economy of the entire area is in trouble."
At the very least you have to say that it is a new perspective on things but is that really the worst of our problems?

Minsc ... I just find him funnier, if I were to pick from BG1 it would be a throw up between Tiax, Xan, and Minsc. BG1 for all that it lacks in comparison to BG2 was much funnier in my opinion.

I don't really know about Jan because i've never had him in my party, but I also think the spectator beholder i the best. I laughed my ass of when I first talked to him

Speaking of funny... what happens when you put Tashia and Jan in one party...? She seems to know alot about Jan, given his absence in my party. I was quite amazed at how *knowledgable* she was, (she's *never* spoken to Jan before) and how my PC was able to refer to her quotes from Jan and identify it as one of Jan's pet phrases. Beware, your knees are mine! / (see signature)
Jan seems to be the embodiment of humour in BG2. It's always him/Keldorn, him/Minsc, him/Anomen... The men of the Order are a little excessively irascible I'd say, too easily irked by Jan's meaningless comments and tales
I enjoy his stories, though... Jaheira seems relatively unreactive when it comes to Jan... he never bothers her, maybe because she is too serious and yet nearly impossible to annoy?

I have to vote for Edwin as the funniest NPC, if just for the hilarious (and quite disturbing) Nether Scroll mini-quest. Has anyone had Edwin/Edwina speak with Salvanas in the Copper Coronet? Absolutely priceless. Not to mention Minsc's confusion at Edwin's new form.
I know a lot of you voted for Jan, and he can be funny... for about five minutes, then I'm more annoyed with him than I ever got with Noober. I was sorely tempted to test out my newly acquired Chain Contingency spell on him, just for the fun of it. (I had the spellcasting license, so where's the harm?)
Minsc is hysterical, too. Mostly because he is so serious about being so stupid. I have to keep him in my party because I'm afraid of the damage he could do if left unsupervised.
I don't really find Jaheira all that witty, personally, just mean-spirited, bitter and rude. (Which is probably why my romances with her seemed to stall when I sided with Aerie in their fights. Hmmm, something to ponder, there, I guess.)
Haer'Dalis needs to stay the heck away from MY Aerie. So I backstabbed him when he left the party. (And Aerie never said a thing. Tee-Hee! I also did the same thing to Nalia's crotchety old aunt, too. Maybe I shouldn't be playing Lawful Good characters, hmmm?)

Funny, I never got the impression that was Minsc was stupid. To me, he just seems to be a person who lives in a separate reality from everybody else, one where innocence has never been exchanged for sophistication.

Okay, maybe "stupid" was a poor choice of words. But I stand by my decision that Edwin is funnier.
Minsc does have his own sense of the world around him. It's more the reaction others have that make him seem stupid.

Minsc had some great on the spot quotes, but I think I preferred Haer'Dalis. I like the lovable rogue thing, especially as he has no real objection to danger, and annoying the forces of law and order. He's just over-the-top on purpose, where Minsc really believes that jazz. ^_^

"Bondari reloads." 'Nuff said.
BTW, Minsc isn't stupid, he's brain-damaged. Some of the things he says are actually very wise. And he's not really in his own little world; his thoughts just come to him a little differently than they come to everyone else.

My vote's for Mazzy!
I love her her arguement with Jan, and then Anomen puts in his two cents. I just find it hillarious when she forcefully squires Valygar. I love her dialogues! She's so...so...spunky!

Minsc, wielding Lilarcor
*slaps Aerie*
Hang on - I too just remembered Bondari. It still brings a smile to my face after all this time...
Stick my vote in for him and his mates - maybe Ode would get along well with them?

Oh my gosh. Imoen! SHE is the funiest in ToB.
Spoiler?
.
.
.
.
.
.
Imoen/Anomen - They have a rather...interesting talk about sex.
Imoen/Korgan - They have a conversation when they start hurling serious insults at eachother. The talk looks as though it will end in a fight, but Imoen calls Korgan a "Gullydwarf" and he decides that he approaves of her attitude. Good one!
Imoen/Keldorn - Keldorn catches her stealing his ring. Imoen goes off saying that she was looking for an excuse to get a little "closer" to Keldorn...and his muscular body. She tells him she was just joking in the end. (Imoen and these Order of the Radiant Heart guys...Jeeze!)
So now it's among Mazzy, Imoen, Jan and Anomen. I almost always die laughing at these four!

Earlier in this thread, I said Edwin was the funniest NPC, and that may be true in SoA. But in ToB, Jan rules! He had me in tears with his story of his "old cracker smuggling days."
Also, have him talk with Sir Anomen, twice Jan pisses Anomen off nearly to the point of burying his mace in Jan's melon. Hysterical.
Oh, and to anyone who I offended by calling Minsc "stupid," I'm sorry. Poor choice of words. He's "challenged."
BTW, if you think Imoen giving Korgan a hard time was funny, you should hear Aerie tell Korgan a thing or two. And then threaten to cast a shrivelling spell on his manhood. Priceless!

Edwin or Korgan, they both crack me up, but in different ways.
I dunno if it counts, but Lilarcor is funny as hell too.

Hey, Aqua-chan, don't forget the "tale from Candlekeep" about Winthrop and the dust demons that Imoen made up and told to Jan. Or the time that Imoen pestered Valygar, causing him to remark, "For someone who supposedly has her soul tainted by the evil of a dead god, you remind me considerably of a chipmunk with a sugar high and a death wish."
I think the dialogue between Imoen and Korgan that you mentioned and the dialogue between Aerie and Korgan that brian0182001 mentioned are intended to shed some light on Korgan's character. The reason why he pesters and insults people is because he enjoys getting a rise out of them. At one point, Korgan says to Anomen, "Ach - that's what I'm here fer! To open old wounds and pour in a big bag o' salt!" When Anomen tells him off, Korgan says, "'Twas merely a jest, my surly cleric. Since ye cannae take a joke, I'll leave ye be." When people fight back, he admires them. When Imoen rises to the challenge, he says, "Yer a fine, fine lass, ye are, Imoen. That Gorion of yers would be proud!" When Aerie finally tells him off, he says, "Aye, that's what I been waitin' fer. You'll be blushin' fer a week when ye calm down and realize what ye've said, lassie! My work here is done - Har, har har!" You might have thought he hated Aerie from the fights he started with her in Shadows of Amn, but as it turns out, that wasn't true at all.
If the main character is female, he even hits on her in jest!
But you know, even with all the humor, there are still a lot of chilling moments in the game. For example, if you let Imoen give up part of her soul to restore Sarevok (instead of letting your main character do it), there's a dialogue between them later on. It begins with Imoen teasing Sarevok: "So...Sarevok. You've had an itty-bitty piece of my soul in there for quite a while, now. What's it been like?" His reply is very funny: "(sigh) Well, other than a slight obsession with my weight and the outbreak of a few pimples, it's been simply grand." But after that, the conversation turns very grim, and we're reminded that the characters have been through a lot of terrible experiences.
