Without mods that alter Oblivion's magic system, you can't really do it too effectively in Oblivion either. The creatures will quickly out level the spell power. Not completely accurate, you can create a max effect frenzy spell at novice level, it doesn't have to last long because you can repeat the casting if necessary. Frenzy with a strength of 25 for ten seconds causes the guards to attack, the vic hits back and draws a bounty; rinse and repeat on another vic, mayhem ensues.
