Apperantly I need a part for the ship in sanfran. to let it go to the enclave. I went to vault 13 where th part is supposed to be (on level 3) but I can't open the lockers!!! How the hell do I open the lockers! I did everything in the vault!

I don't remember well, it's been a year since I played the game, so I'm not sure I have the answer, but no-one has answered this so far, so...

I think there was a vault with stuck doors that needed a lot of power to force them open, so someone could buff him/herself up and open the doors... maybe that's where what your looking for is...?

I think no one answered because the question is a bit confusing: the NavCom parts are indeed in Vault 13, level 3, in the room with lockers. The lockers are locked, so you have to use lockpick on them to open them, but I'm pretty sure the NavCom locker actually is one of the few that's not locked, on that level (or that might be the GECK one).

or you can do what i do when i get frustrated, blow up the lock doors :mischief:
