Can't Set Traps - Help

Can't Set Traps - Help

I am just starting this game. Rogue lvl 3 can't set a "Minor" Trap. In my inventory, I have several Minor Traps and they aren't red (so I can activate them). When I click on the ground however, I get feedback that says "Can't use that item."

Can they only be used indoors?
My set traps level is 2, does it need to be higher?
