Lord Foreshadow's Ring of Human Influence SPOILERS

I am playing with a few mods, NPC project and the like. I started a game with a fighter/thief charisma 3, and so was delighted when I was given a ring of human influence by Lord Foreshadow. I have subsequently started a game with a Xan clone and was not given the ring. Does anyone know the circumstances that determine whether or not you get it? I suspect that it is based on charisma, but such things as reputation, alignment etc. might have a bearing. Anyone know? The web doesn't help much.

Yes, it depends on the charisma of your character. I'm not sure, but the presence of certain other characters may also affect whether or not you get it.
