problems (maybe bugs)

Hello,

I'm having two problems (possibly bugs) and was hoping somebody could help me with them...

1) I can't find Tin Can Bill despite forking out £20 of my hard earned cash to a bum
2) Lecroix won't give me the Downtown safehouse, even though I'm pretty sure I meet the criteria (Brujah, didn't kill any policeman on the ship, was nice)

Tin Can Bill is near the last round next to a dumpster i think(dont know if thats the word, dumpster, im portuguese), about lacroix i dont know...dont remenber if he gives us the haven at the end of that quest or in another time
