Do enemies get a bonus to hit me? Do I get a penalty to hit them?

I do believe that there´s a penalty in KotOR, like in NWN. NWN does have feats to negate this. As an example:
Neverwinter Nights @ GameBanshee

And in KotOR II there are some feats to adress this:
Star Wars: Knights of the Old Republic II @ GameBanshee

But I don´t believe that there´s much you can do to about it in KotOR. I´m not sure what you´ll be able to read from the in-game feedback.

Actually, I don't think there are penalties for it in KotOR.

You get a +10 to every attack in close range with a blaster V. melee, but so does your opponent. Makes it easy to get your rapid shot and power blast in at early levels at the cost of an almost auto-hit.

No, in Kotor2 you get a -8 to attack in close combat unless unless you have the close combat feats. Also, your opponent gets a +8 to hit when they are using a melee weapon against your blaster.

I would say yes; or that when fighting with a gun in close quarters, gives less dodging ability but if you are using some sort of rifle pistol etc... send someone using a melee weapon in , so you can pick them off :P
