How do you lvl up your enchanting (charge)?

You don't. The level of your enchantment depends upon the level of the soul in your soul gem. Petty soul gems have the smallest charge, then lesser, then greater, then grand. Even black soul gems are only classed as Grand. But a petty soul in a grand soul gem only delivers the power of a petty soul.
Frankly, it you want better enchantments, you either find items already enchanted, or you grab Sigil stones from Oblivion. You level actually DOES affect the enchanting power of the sigil stones.

I meant the little # in the parthasis at the bottom of the enchanting screen that stops you from enchanting really high powerd stuff. Caan you raise that?

The number in parenthesis is fixed by the type of gem you're using (85) for Grand, (40) for Common for example and can only be changed by modifying the values in the construction set.

Select Gameplay>Settings
The values are
fEnchantCommonLimit, fEnchantGrandLimit etc..
Be warned you change these values at your own risk, it is possible that you may have to start a new game for the changes (or any other in Settings) to take effect. Using a saved game after changing the settings, then saving could lead to total loss of that character.

Shouldn't we have tester's for this? Not to go off topic but I think it would be brilliant to have tester's for all the little weird-o piece's of crap that go on in games, such as oblivion.
