In need of paralyze spell/staff.

I'm getting frustrated. I really need a paralyze spell (don't want to risk bounty and jail time) but I'm only level 9 and have very little magicka. Is there a low level scroll/spell/staff for sale anywhere? A staff would be perfect, but I can't seem to find one.

There's no staff already enchanted with Paralyze,

but there is a Warhammer if you want: Get one level higher (lv 10) and complete the Malacath's Daedric Shrine quest

Once you finish all the recommendation quests for the Mage Guild and gain access to the Arcane University your first quest there will allow you to create a 4 sec paralyse staff. Very handy.

Before I knew I needed it, I completed the Mages Guild questline. What about paralyze scrolls, any good ones for cheap? I can never find the loot I'm looking for when I really need.

Well I found out that Ita Rienus of the Bravil Mage guild sells 2 different paralyze spells, one for 3 secs and one for 7 secs. You need to be at least Journeyman in Illusion to use them. You can only buy from her early in the morning, around 7 a.m.
