I'm confused, +4 vs magic spell means they get additional +4 or -4 to this kind of saving throw? Tho I'm an experienced player, I'm a little bit perplexed.
Any clues?; )

They get a bonus to their saving throws, which makes it easier for the to resist the effect (which is bad).
The plus generally means that they get a bonus to resist your effects (which is a bad thing). A minus means that they get a penalty to their saving throws, which makes it harder for the to resist your effects (a good thing).

I liked the idea of being a chaotic neutral jester. Despite what according to the description, I thought it might not turn to be the most powerful class, but that shouldn't matter.
I still liked the idea of a bard that curses enemies instead of blessing the party. And it turned out that this song is awesome.
I have to admit that in the beginning my character was kinda useless in the group. The song rarely effected anybody and I wasn't excelling in fighting or spellcasting either. Not that it bothered me much. I sticked with it because basically the npc's covered everything I needed and and I started to like them as a group. My ability stats weren't too high either. A perfect guy just doesn't fit into the picture. One does not need to exploit the game, that can really ruin the experience for me.
Anyway much to my pleasant surprise, things took a different turn and my song became more and more effective on enemies as I leveled up a few times. But that's not nearly all. Maybe it was lvl 15 or so when something awesome happened. A new effect was added to my song. Now when a battle was on, most enemies got confused AND SLOWED TOGETHER. That's when I really started to love my character. Slow decreases the AC and the THAC0 of my foes. That basically almost covers the song of the Skald which gives you the same benefits: you can hit enemies more easily, while it's harder for them to hit you. Only this time the Slow effected their moving and attack speed also! Much better I say, especially when we throw confusion into the picture. But the good news doesn't stop here.
At level 21 my enemies suffered of Confusion, Slow and the ultimate curse of disablement: SLEEP. Imagine: The chaos in the ranks of your foes as they drop on the ground while the few that are somehow managed to stand or got up are wondering aimlessly or attacking each other in slow motion.
Granting the most powerful debuff in the game with an unlimited use of 3 curses combined, my free spirited character was able to cast spells up to level 6 at a more powerful level of any mage (because of the level difference). While wearing armor and use weapons like the Dakkon Zerth's blade.
Strangely nowhere did I found any post all over the internet about how the jester's song is really about. Not sure if it's a good thing to reveal it though... maybe more people will play this bard but what I see in the forum, it'll be more likely because they abuse power and not because they simphatizes with the idea of the class. People should play a kensai, assassin or the jester for what they are and what they represent and never for pitiful reasons like a few more points of than0 or spell slot.
PS: This one's a long abandoned post, I'm aware of that, yes. But it seems that the poster wanted to play this class for the right reasons, so I wanted to say my two cents, for the sake of objectivity.

While the Blade is my favorite class, and in general I absolutely love playing bards (in both CRPGs and D&D), I have to say that my experience differs from yours in that almost all of the enemies I encountered seemed to make a save against the song, especially when fighting opponents from ToB, at which point the Jester can longer take advantage of his song (when soloing) since the battle requires him to get involved due to the strength of the enemies. All in all, the song is great in the pre-Underdark SoA, but tends to lose its effectiveness as the game progresses and your foes grow in power.
