vampiress in slums won't appear

There have been multiple times where I've entered the slums to kill the vampiress and she's not appeared. I've tried talking to the guy in the inn and also to Deliah Irons and she still didn't appear. Only sometimes. Is there something you have to do in a certain order that will ensure the vampiress will appear??
