I couldn't race on Nar Shaddaa, the speeder was above the track.
Found this patch which among other things also fixes swoop racing.

Swoop racing fix
There has been an argument on the official obsidian forum and the links to this patch have been deleted from the thread due to "Intellectual Property Concern".
The problem was that the person who made the patch used some other people's fixes without their permission. The patch contains no credits.
But anyway, the "harm" has already been done. The patch exists and it fixes a lot of bugs.
I think the decision to use this patch or not should now be left to each individual user. So I hope the links won't be deleted here on game banshee as well.

I played the game using the patch and haven't encountered any issues (other than the characters getting stuck (unable to move until you reload) after some battles like in KotOR 1)

on a high resolution and more detailed ones
