Fallout 1 -Awareness Doesn't Work

Or maybe I'm not using it correctly?

I chose awareness as my perk at level 18, but when I click on an enemy and choose the binoculars... it just does what it always did before that. I get a very simple description of their health, like "wounded" and that’s it. If I'm not using this correctly, then I have no idea what I'm doing wrong...

Can someone PLEASE help me out? I’ve been trying to figure out what I’m doing wrong for several days now.
