I've become subject to a rather irritating glitch; it happened first when I entered Dorisa, the bookseller's store after running some errands. I sunk through the floor, though not completely through - my view extended to about the guard's knees, nothing above. I was unable to turn, jump, move in away way, and could not draw weapons or cast spells (like Intervention ).
I reloaded to my last save, then saved again outside of Dorisa's store in case it happened again. It did. I reloaded the save outside of the store, thinking I would just use a different merchant, but... I almost immediately sunk through the street. The game kind of loses its enjoyment when I'm no longer able to move.
Have you made any recent changes to your Morrowind folder or added any new mods?

Try reinstalling the latest patch. Your EXE may have corrupted. (If that's possible)

Another possibility is a corrupt save, have you tried a game with another character, or a much earlier gamesave?
Have you tried COCing to another location (i.e in the console typing something like
COC "Caldera, guild of Mages"
).
I've never come across this particular problem on a permanent basis. Fixme has always cured sticking problems, never experienced just sinking into the ground the way you describe. If nothing wirks, I can only reiterate Magelord's suggestion of reinstalling the patch, or even going for a full reinstall.
