Where can i get a blue body tattoo?

What exactly would that be?
Could you clarify a little?

If you mean light blue stripes: It's from max magic stats
If you mean blue tattoo's: Have a look at the tattoo data base on this site
If you mean a blue body: Mod it yourself on the PC

Dont you mean overly frequent, bordering on obsessive magic usage? Becos i cudnt get those blue face tattoos 1st time arnd even tho i had maxed out my magic skills/stats. It was only when i spammed spells on my 2nd play thru did those start to appear... and glow creepily...

mmmm... never noticed that.
But Im pretty sure that you should get them from max stats.

I once used a trainer to give me a lot of xp, and I put it all into magic. Gave me tattoo's right away, straight from the Heroes Guild.
(But this could be the trainer doing this)

Magic glow does not depend on alignment AFAIK- though there may be a shift in tonality.
