My general question is for each rare resource, do I have to do a quest?
Specifically my next project is to start building mithril armor for my crew..So where is the quest in highcliff? I checked the seaspring inn and the temple of waukeen.

Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.
It's been a while, but I don't think there are quests for each rare resource. I think the metals just show up in certain towns every so often, and so it's just a matter of finding the towns.
